Aquino's admin focused on services and created a consumption driven economy which made the rich richer. Duterte is focused on manufacturing and agriculture which created an investment driven economy and could drastically reduce poverty. A county cannot reach Developed status by focusing on services. Countries who reached high income status focused on Manufacturing and Agriculture. We are now on the right track.
