For a long time, the financial policy of the World Bank in the poor countries has prioritized social investment like schools, hospitals, roads, energy, healthy, and well-nourished children. However, corruption, embezzlement and poor governance in these countries affect the acquisition of infrastructure and provision of basic public services. That is why, the extreme poverty remains in the sub-Saharan Africa countries, despite the efforts of the World Bank in close collaboration with IMF. Further, the economy of these countries is based on exports of primary products like oil, cocoa, coffee, banana, raw wood. However, specialization in primary production seldom promotes sustained economic growth, because of not only the volatility of prices of the commodities on the international market, but also of the low added value resulting from the lack of local processing. That is why; the upsurge of economic growth observed in sub-Saharan Africa countries does not lead to improved living conditions of citizens or to the reduction of poverty. By Bertrand Ngnie
