North Dakota, Indiana, North Carolina, Arizona, Idaho, Georgia, Wyoming, South Dakota and Nevada also topped the list. Jonathan Williams, Vice President, American Legislative Exchange Council (ALEC) Center for State Fiscal Reform is the co-author of Rich States, Poor States: ALEC-Laffer State Economic Competitiveness Index, a national ranking of state economic outlooks based on 15 policy variables that are proven to most impact state economies. Williams’s work has appeared in many publications including The Wall Street Journal, Forbes, and Investor’s Business Daily. He is a contributing author of “In Defense of Capitalism” (Northwood University Press, 2010), and has written for the Ash Center for Democratic Governance and Innovation at Harvard’s Kennedy School of Government. Williams is a frequent guest on talk radio shows and has appeared on CNBC, Fox Business and PBS NewsHour with Jim Lehrer.
