    Actually they self identified almost exclusively as Romans from 3rd century AD till the 19th century, since Graekos(=Greek) was/is not a popular term in the East, and Hellenas (=Hellene) came to mean pagan.
    They consider both Ancient Greece and the Roman Empire as part of their heritage.
    
    Persians, Arabs and Turks called until recently the modern Greeks Rum(=Romans). Nowadays, modern Turkish people call the Greek Orthodox Patriarchate of Constantinople "Rum Ortodoks Patrikhanesi", the Greek minority of Turkey "Türkiye Rumları" and Greek Cypriots "Kıbrıs Rumları". On the other hand, they call Greeks from the modern Republic of Greece "Yunanlar"(=Ionians, an ancient greek tribe).

The romans did use auxillaries made of foreigners used for support roles, plus, it's a really bad idea to make soldiers loyal to their commanders or worse money only, soldiers and commanders should be loyal to ROME, then commanders then maybe money, the romans messed up this military loyalty thing that made them fall
