Innovation needs both human capital and monetary capital. With 250.000 PhD and higher degree earners in some countries cannot sometimes make successful tangible innovations because of lack of monetary capital. That is why there is always brain drain from developing countries to developed countries since 60 years of time. The only solution for that is that dollar billionaires must allocate sustainable R&D capital to enable PhDs to compete to earn prizes similar to Nobel to innovate tangibly.
