Actually Pakistan is interested in india being part of IPI, but it was the pressure from America in 2008 and onwards thats why india didnt got involved. America had offered civil nuke deal as a substitute. U need to realize that this idea of IPI was of india itself and it for the first time shared this with us and iranis in 1996.But in india the problem is its military-intelligence bureaucracy which is very pro america, its through them that Americans exert pressure. It wasnt about Pakistan, Pakistan isnt that much of a position these days. That is actually why u saw earlier in the year that we had signed the TAPI agreement which is to pass through as well and we had no objections over it. In fact if u look into CPEC and its pipelines, it passes through lahore both road and pipeline, which is BTW Russia is building till lahore and from there china will take over to north. The purpose to build both roads and pipelines till lahore is to tempt u guys to buy gas and oil from here and use the Gwadar port and road network for trade in future.
One more thing about thing about IPI is that ever since India walked out o the agreement Pakistan also couldnt build it for itself as Pakistan isnt too powerful enough to deflect the American pressure all alone. Pakistan needs a ''big brother'' to watch its back in such cases. That is why only last year China has agreed to replace india in this pipeline project. And that sea route that yr talking about, well it isnt safe by any standards but is rather a risk. Pakistan plans to block the indian supplies from Middle east/chahbahar through our naval bases in the western coastal sides of Pakistan mainly Gwadar, pasni, Ormara etc and those 8 subs that we r getting will be for this very purpose to effectively block indians in arabian sea as well as a future chinese base in gwadar too.. Because if u look at these trade routes and piplelines they actually pass through Exclusive economic Zone of Pakistan. So that means we can effectively block them in case of a conflict or just veto it in the peace times since u will have to build off shore facilities too to monitor yr supplies on our EEZ. But then again u want to risk billions of dollars to build deep sea pipelines then to trust Pakistan because thats how yr military-intelligence bureaucracy perceives. And in that perception they see us as yr sworn enemy which must not be trusted. -
