I think you are right so here's my stab at it. first no welfare at all for any corporation, company, group only for individual people. second restructure personal welfare so that people get things (like food and a place to keep warm and dry) instead of money which they are supposed to buy those things. third make the finite list of things such that people receive enough to keep them alive but not enough for most to feel comfortable.

You do realize that would make the federally liable corporate bailouts total somewhere in the neighborhood 20 trillion? A far cry from the 12 trillion in "commitments", not spending, just funds set aside for asset relief. I am assuming you were probably going with households instead of "everyone in the USA".
