irish underachievment seems to be rooted in their low cognitive ability. this isn't a problem in england where the geographic terrain is very similar to that of ireland, so i'm guessing the problem is biological, perhaps even cultural. i know the irish love their liquor, but the irish will never be as rowdy and hooligan-like and beer driven as the grand ole anglo-saxon race.
