There's an edict that lowers the wealth requirement for housing. Also there's another edict that makes the poorest unemployed people (broke) become poor status instead. These two edicts together should solve all shack problems.

I'd find that if I'm on a map that doesn't give me much sugar or cotton to work with at the World War Era, I would get Cocoa farms set up first, then goat ranches and creameries. With the forage pen's upgrade, the ranches get an additional 30-40 boost, depending on where I place them to, and if they go in the red, they will at least get me enough milk for the cheese until I get the steel mill up and the canneries. My problem is understanding power plants and how to build my military for the incoming revolts that I'm stuck on. I get to around '53 and the people tear my ass up despite around 60% happiness. Help? Lol -

When I can I do the idict to make all the citizens at least poor.

Looks like you may need a few more construction offices because buildings are taking way too long to build. Great series explaining how the game works!

When you were talking about the cotton and the cocoa you have to remember that you're using some of the cotton for your textile mill, and some of it is not being exported and all the cocoa is.

Re: Housing and families:
Bring up that page on the house showing the families living there
Double click the little two face icon
See family tree? That's the actual familiy. Kids basically don't take up a 'slot' so you could have 2 families in there for a total of 4 adults and 12 kids, or in a standard tenement a maximum of 24 adults and 72 kids (poor buggers)
Old people (people who's Kids have had Kids) are not included in that family and require a slot of their own, so a 3 generation family will require 2 houses (one with the two grandparents and one for the parents and their kids)
if that makes sense.
