When I did something like this in Tropico 4, I made high schools (because I needed factory workers) and I made them have a military education. Maybe you should do that to help any factories you want to build? Idk if Tropico 5 has that option though

A good way to maximize mine resources is to limit number of people working there. For example, on one island, I only wanted to produce enough coal that it sufficiently supplied my Power Plant without any extra coal getting shipped off for exports. I had a single open job at the coal mine so it's production was capped. I periodically checked my exports and all coal I produced was consumed through the power plant. It prolonged the coal deposit for quite a while, though eventually ran out by modern times. Depending on how many Steel Mills you plan to set up, you may want to limit your mine resources in a similar way to prevent excess production from being exported and maximize your profits on those resources.
