To understand the world today, including these cynical measures in global population reduction, you have to get what is known as the U-Turn of the 70s. Before the 70s, the idea for globalization was based on full-scale economic development, to empower the sovereign nation-state with industrial development and middle-class capitalism. Under this model, you not only get social prosperity, but freedom, peace and democracy also tend to expand. The motto here was expansion and growth. To put it figuratively, if you encourage people to make and market lots of bread, then society won't go hungry, and will even have a comfortable surplus. This would render obsolete all forms of ruling oligarchy that had theretofore existed. So, oligarchs resolved to take it down. The 70s was the decade when the process of globalization was definitely distorted, so as to be turned into what it has become: the acquisition and standardization of the global economy, under an oligarchy of global banking and corporate consortiums. These are the groups who hold the real power in your world today. They technically own your countries, they control resources, global means of production and distribution, and the issuance of credit. They also manage the global regulators: UN, WTO, World Bank, IMF, GEF -- etc. The same applies to regional institutions, like the EU system. Forget the US, China, Germany. These may matter as geopolitical entities but the real power is held by people such as the Inter-Alpha Group, people who HAVE the power to decree that the Fed or the Bank of China WILL GO bankrupt, and that their vast networks of corporations and mercenary forces will take over the governance of the country. In a very real sense, this is exactly what's happening to North Africa as you read these lines. This oligarchic control of globalization was made to happen by abandoning expansion & growth and installing *global economic contraction*: by stopping economies from embarking on free, full-scale development, so as to keep their economies streamlined and controlled by global consortiums. Economic CONTRACTION is the essence of the U-Turn of the 70s, spearheaded by such institutions as the UN-backed Club of Rome ("Mankind at the Turning Point" and "RIO" are essential reads), the CFR (with the infamous "1980s Project"), or the U.S. DoS ("Global 2000", "Global Future"). The then-defined goals were very clear. Worldwide economic development was to be replaced by general de-growth. Developing nations were to remain underdeveloped, with the exception of a few corporate holdings, whereas the industrial capacity of developed nations was to be redistributed across to other world regions, mainly SE Asia. So, instead of having plenty of people making their own bread, the idea was to cynically restrict bread production and redistribute existing crumbs at very high rates. Then, you'd have the global rule of private consortiums, in tandem with the UN system: a global corporate regime. The 1980s Project coldly acknowledged that all this would cause a general breakdown of national economies, followed by wars, chaos, famines. They also implied this was ok: a global corporate regime begets a stationary economy, and this is not just a degrowth economy, it's also a population degrowth economy; population reduction is in order. You don't need that many human resources in the global plantation. As this model went into action, the developing world fully became the 3rd world. That status was consolidated by cynical torrents of coups, wars, artificial famines. The 1st world though, was kept under an illusion of growth, through speculative bubbles and mass public indebtedness. The average citizen lost the factory job through GATT, but could still get a government check, or find work in a services sector that prospered only by being backed with speculative financial profits. With the beginning of the global depression in 2007, the illusion began to wane, and the 1st world is about to be hit in a very ugly way by all sorts of 3rd world scenarios. Unless this process is stopped at national levels, the future is what the UN calls Contraction & Convergence: we all go down (Contraction) and meet at some 3rd world plateau (Convergence). You'll have global corporate fascism: the eradication of national boundaries, a cheap, standardized global labor force, rule by global panels. The global economy will be centered on specialized hubs. Most people will in emiserated communities, immersed in instability, conflict, poverty. Population reduction will happen mainly through that, mimicking the early Middle Ages, when general civilization collapse lead to a dramatic rate of human losses. Eugenics will be common: the global regime will "aid" troubled communities by helping sterilize and abort the "surplus". That's Africa, India, China, today. It will be the case with the 1st world. Unless this process of Contraction is stopped, as it CAN and MUST be. It's up to you to do it.
